The 1987 Montreal Protocol

The Montreal Protocol is a global agreement to protect the ozone layer by controlling, reducing and ultimately eliminating global emissions of Ozone Depleting Substances (ODS). A binding time-frame for ending production, consumption and trade of ODS.

Singapore has been a party to the Montreal Protocol on Substances that Deplete the Ozone Layer since 1989. ODS controlled by the Montreal Protocol are regulated by NEA under the EPMA & EPM Regulations. As an Article-5 Party to the Montreal Protocol, Singapore is obliged to implement control measures to freeze the consumption of HCFCs on 1 Jan 2013 and to completely phase out HCFCs by 1 Jan 2030.

Starts off with R22 Refrigerant Gas. As such aircon using R22 are no longer being produced for the Singapore market and the import of R22 to Singapore will be ban by 2030.

The implementation of the next phase has been put in place. R410A will follow suit and aircon using R410A will no longer be produced for Singapore come 2022 and eventually the import of R410A to Singapore will be come to an end as well.

The future looks like a single-component refrigerant called R32. It is said to only have one-third the global warming potential as its predecessor R410A.
